Automated Regional Justice Information System (ARJIS)

The ARJIS Division develops and maintains a complex, multi-agency information network that allows real-time law enforcement applications and data to be shared among 82 local, state, and federal criminal justice agencies. Averaging 50,000 transactions daily, ARJIS is used by more than 4,400 officers and investigators for tactical analysis, statistical information, crime analysis, and investigative purposes. Providing real-time shared access to information increases collaboration among law enforcement jurisdictions, improves the overall effectiveness of the regional criminal justice system, and helps to address and anticipate public safety issues to improve the quality of life for residents of the San Diego region.

With responsibility for major public safety initiatives such as providing wireless access to photos, warrants, and other critical data that help users solve crimes and identify offenders, ARJIS continually seeks to expand network capabilities. The Senior Network Engineer will play a key role in projects such as the migration to the Multiprotocol Label Switching (MPLS) network, which will enhance bandwidth for voice, data, and video as well as increase high speed performance.


Senior Network Engineer Role

The Senior Network Engineer will be responsible for the management and security of information technology assets, networking infrastructure, and software systems that make up the complex ARJIS Enterprise System. This position will play an integral role in ensuring the confidentiality, integrity, and availability of public safety information shared among local, state, and federal law enforcement agencies.


Job Responsibilities

This opportunity is ideal for a technology professional with a strong interest in furthering their expertise in the support of regional public safety initiatives. We anticipate significant career development will occur while working on the types of duties and responsibilities described below and through mentoring and close collaboration with senior staff. Examples of primary responsibilities include:

  • Actively protect ARJIS information technology assets and infrastructure from external or internal threats and ensure compliance with statutory and regulatory requirements regarding information access, security, and privacy.
  • Design, configure, deploy, and maintain enterprise security and networking infrastructure including routers, switches, firewalls, intrusion prevention systems, Virtual Private Networks (VPNs), and other devices to maintain optimal network performance and access control; upgrade firmware on network appliances and other devices as per manufacturer recommendations.
  • Ensure optimal network performance for local area network (LAN) and wide area network (WAN) systems.
  • Analyze, maintain, and monitor network security, performance monitoring, and system management applications; review daily system and Intrusion Protection System logs, complete periodic vulnerability assessments, and create monthly and quarterly metrics and audit reports; coordinate an annual security audit with external vendors.
  • Facilitate problem and incident management; recommend corrective actions and update/upgrade security procedures and programs.
  • Lead the planning, design, research, and acquisition of new or upgraded network security systems or applications; maintain current knowledge of network technology and recommend modifications as needed.
  • Create, update, and maintain system documentation, network diagrams, and Standard Operating Procedures (SOP) documents; maintain various logs and databases including maintenance activities, warranty information, and support procedures for network applications and devices.
  • Coordinate the design and management of contingency, business recovery, and disaster recovery plans; periodically review, test, and maintain these plans.
  • Resolve network issues; diagnose and correct failures in communications, network, and wireless network equipment; coordinate vendor services for problems that cannot be resolved in-house.
  • Coordinate and manage the ARJIS Help Desk; maintain the Help Desk application, provide technical support to officers, troubleshoot equipment and network connectivity issues, and ensure 24/7 support to the 82 ARJIS member agencies. 
  • Supervise, mentor, train, and support career development opportunities for employees; oversee and coordinate projects assigned to the group; review and evaluate work products, methods, and procedures.
  • Foster collaborative working relationships with local jurisdictions, law enforcement partners, and other public 
    agencies; coordinate with federal, state, and local agencies to jointly develop databases, applications, and resources.
  • Prepare Requests for Proposals (RFPs) including scopes of work and project budgets; evaluate competitive project proposals and participate in the selection of consultants; oversee and administer contracts.
  • Create project plans, ensure projects progress on schedule, within the prescribed budget, and at a consistently high level of quality; ensure projects are completed in adherence to Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) procedures and security regulations.
  • Provide on-call, after hours support to respond to system and network issues.


Experience and Qualifications

Numerous factors contribute to an individual’s ability to be successful in any given role. For this position, we are searching for a candidate with technical expertise, an aptitude for analytical thinking and innovation, the ability to work collaboratively, and strong communication skills.

The minimum education, training, and experience qualifications include a bachelor’s degree with major course work in computer science, information technology, or a related field and at least five years of progressive career development, including some lead or supervisory experience, supporting network, security, and virtual environments, preferably in a public safety environment. Training and/or certification, such as the Cisco Certified Network Professional (CCNP) and/or the Cisco Certified Design Professional (CCDP) is desirable.

The following information describes the specific types of career experiences that are most relevant to this position:

  • Demonstrated experience providing technical leadership for a complex, integrated information system that directly supports 24/7 business operations; ability to provide highly-responsive network and enterprise application support services based on identified business needs.
  • Demonstrated experience configuring, installing, testing, monitoring, upgrading, and troubleshooting network systems and related equipment; experience with a wide range of Cisco networking equipment such as routers, switches, firewalls, load balancers, and wireless access points.
  • Knowledge of network access and control protocols preferably with Cisco and wireless encryption technologies and routing protocols; knowledge of various network monitoring tools and authentication software.
  • Demonstrated knowledge of Intranet and Internet concepts, protocols, and connection options.
  • Experience creating and maintaining system documentation, network diagrams, logs, databases, and operation and maintenance manuals for servers and network equipment; experience developing and documenting procedures.
  • Experience with the development and testing of contingency, business recovery, and disaster recovery plans.
  • Demonstrated experience monitoring network security and performance, recommending modifications or enhancements, and deploying effective solutions.
  • Experience coordinating project teams and monitoring work performance; experience providing project coordination, project control, and support for assigned initiatives.
  • Experience coordinating projects through consultants; experience with the development of RFPs, scopes of work, budgets, and schedules, consultant selection, and contract management; experience managing consultants to ensure projects are completed on time, within budget, and at a high level of quality.
  • Demonstrated ability to establish and maintain effective working relationships with those contacted in the course of work including agency and other government officials, community groups, and the public to gain cooperation and consensus through discussion and persuasion.
  • Excellent organizational skills and the ability to manage several concurrent projects at various stages of completion; ability to establish and maintain priorities and work independently.
  • Demonstrated ability to recognize problems, analyze technical information, and propose practical solutions; ability to accurately diagnose network issues, provide effective and timely problem resolution, and put solutions into action.
  • The final candidate selected for this position must successfully pass a pre-employment criminal background check in compliance with the FBI and the California Department of Justice (CalDOJ) requirements regarding the use of the California Law Enforcement Telecommunication System (CLETS). Periodic re-checking of criminal background history will be a condition of employment.
  • The selected candidate can anticipate a driving record check upon hire, and approximately annually thereafter. The results of the check may determine whether the selected candidate will be permitted to drive for SANDAG business.

The annual salary range for the Senior Network Engineer position is $70,959 to $118,076 per year.
