2023 Regional Transportation Improvement Program
SANDAG, as the Metropolitan Planning Organization and the Regional Transportation Planning Agency, is required by state and federal laws to develop and adopt a Regional Transportation Improvement Program (RTIP). The RTIP is a multi-billion dollar, multi-year program of proposed projects for major transportation projects in the San Diego Region. Transportation projects funded with federal, state and San Diego transportation sales tax program (TransNet) must be included in an approved RTIP. The programming of locally funded projects may also be programmed at the discretion of the agency. The RTIP covers five fiscal years and incrementally implements San Diego Forward: The Regional Plan (Regional Plan), the long-range transportation plan for the San Diego region. The current Regional Plan was approved by the SANDAG Board of Directors, at its meeting on December 10, 2021.
At its meeting on September 23, 2022, the SANDAG Board of Directors will be asked to adopt the final 2023 RTIP. SANDAG anticipates a federal approval date in December 2022.
2023 RTIP Update Schedule
SANDAG is in the process of developing the 2023 RTIP. A letter detailing the process, requirements, and schedule was emailed out on January 28, 2022, and is also below under the Downloads section. All regionally significant and/or capacity increasing (CI) transportation projects are required to be included in the RTIP and incorporated into the air quality quantitative emissions analysis. In addition, all projects included in the 2023 RTIP must be consistent with the Regional Plan. Below lists some significant milestones for the 2023 RTIP Update process.
March 18, 2022 – All projects are due in ProjectTrak
July 1, 2022 – All Resolutions must be uploaded in ProjectTrak
July 22, 2022 – The SANDAG Board is scheduled to release the draft 2023 RTIP for public comment
September 2, 2022 – Transportation Committee is scheduled to hold a Public Hearing for 2023 RTIP
September 23, 2022 – SANDAG Board is scheduled to adopt the final 2023 RTIP
2023 RTIP Update Workshop – February 1, 2022
SANDAG held a workshop to detail the requirements for the 2023 RTIP. The workshop was held virtually due to the COVID-19 pandemic. View the 2023 RTIP Workshop.
Federal Air Quality Conformity Requirements
Federal regulations require SANDAG to conduct an air quality conformity analysis of all regionally significant projects that increase the transportation system capacity. All regionally significant capacity increasing transportation projects regardless of funding sources must be included in the RTIP. Congestion Management Process
All local agency Single Occupant Vehicle (SOV) capacity increasing projects seeking federal funds are required to perform a multimodal alternative and non-SOV analysis prior to submitting the projects for inclusion in the RTIP. Agencies are required to submit the analysis as part of the project submittal either as an upload in ProjectTrak or in a CD format.
