Comprehensive Transportation Projects

Cycle 12 Call for Projects: Specialized Transportation Grant Program

Approximately every two years, SANDAG conducts a competitive process to award funding through the Specialized Transportation Grant Program (STGP). On June 24, 2022, the SANDAG Board of Directors approved the STGP eligibility and evaluation criteria for the STGP Cycle 12 Call for Projects (CFP). SANDAG released the STGP Cycle 12 CFP on July 6. 2022, making approximately $7.9 million in STGP funding available to support projects and programs that expand mobility options for older adults and individuals with disabilities.

Funding for the STGP comes from two sources: the Federal Transit Administration (FTA) Section 5310 program and the TransNet Senior Mini-Grant program.

Eligible projects include, but are not limited to, purchase of accessible vans and buses, coordinated volunteer driver programs, shopping shuttle services, non-emergency medical trips, and transit travel training classes.

The call for projects is open for a 90-day period. Applications are due by 5 p.m. PST on October 5, 2022.

How to Apply

SANDAG is now publishing all grant call for projects on BidNet Direct, SANDAG’s web-based vendor portal. Applicants are encouraged to register as a Vendor on BidNet Direct to access application materials, participate in the call for projects, and upload completed applications. There is NO charge to register on BidNet Direct. More information on BidNet Direct, including step-by-step instructions, are available on the Grants web page.   


Applicants may submit questions through BidNet Direct until 5 p.m. PST on September 16, 2022. Applicants may also pose questions during the Call for Projects Webinar. Responses to all questions will be posted in BidNet Direct no later than September 23, 2022.

STGP Eligibility and Evaluation Criteria

For the STGP Cycle 12 Call for Projects, proposed modifications to the eligibility and evaluation criteria were considered by the TransNet Independent Taxpayer Oversight Committee (ITOC), Transportation Committee (TC), and Board of Directors (Board) during their respective June 2022 meetings.

STGP Cycle 12 Anticipated Timeline

  • July 6, 2022: The Cycle 12 Call for Projects is released, opening a 90-day application window
  • August 4, 2022: SANDAG hosts a Cycle 12 Call for Projects Webinar
  • September 16, 2022: Deadline to submit questions to SANDAG
  • September 23, 2022: SANDAG addresses all applicant questions submitted by September 16, 2022, through BidNet Direct
  • October 5, 2022: The application window closes
  • October 2022: Applications are screened for eligibility
  • November 2022 - January 2023: Applications are evaluated, and funding recommendations are developed
  • February 2023: STGP Cycle 12 funding recommendations are presented to the ITOC, TC, and Board
  • May 2023: SANDAG hosts a Cycle 12 Successful Applicant Webinar (date to be determined)
  • July 1, 2023: Execution of grant agreements for successful Senior Mini-Grant applicants can occur
  • October 1, 2023: Execution of grant agreements for successful Section 5310 applicants can occur
