Comprehensive Transportation Projects

Cycle 1 Call for Projects: Access for All Grant Program

SANDAG will conduct a competitive process to award more than $2.5 million in anticipated funding through the Access for All Grant Program (AFA). SANDAG released the Cycle 1 Call for Projects on May 5, 2022. 

The SANDAG AFA grant program funds projects and programs that expand on-demand Wheelchair Accessible Vehicle (WAV) services for individuals with disabilities in San Diego County. Funding for AFA comes from an Access Fund administered by the California Public Utilities Commission (CPUC). AFA was created to implement the passage of California Senate Bill 1376 in 2018, which directed the CPUC to develop the program and create regulations around accessibility for persons with disabilities, including a financial incentive for Transportation Network Companies, including rideshare and ridehailing services such as Uber and Lyft, to increase accessibility.

Eligible applicants must directly provide, or contract with a separate organization or entity to provide on-demand WAV transportation in the County of San Diego to meet the needs of persons with disabilities. The term “on-demand” means a transportation service that does not follow a fixed route or schedule and the provider can fulfill trip requests within twelve hours.  In addition, the applicant must also have a Charter Carrier Permit with the CPUC, or be able to meet the requirements to obtain one. A qualifying expense is anything that is a reasonable and legitimate cost that improves WAV service and is on the list of eligible WAV expenses  

AFA Anticipated Timeline

March 18, 2022: Cycle 12 Evaluation Criteria is presented to the Transportation Committee (TC)

March 25, 2022: Cycle 12 Evaluation Criteria presented to the SANDAG Board of Directors for recommendation of approval

May 5, 2022: Open of Call for Projects

May 19, 2022: Prospective Applicant Workshop

August 3, 2022: Close of Call for Projects

August 2022: Applications are screened for eligibility

August/September 2022: Applications are evaluated and funding recommendations are developed

October 2022: Funding recommendations are presented to the TC and the SANDAG Board of Directors

November 2022: Execution of grant agreements/Notices to proceed issued

December 2022: Post award grantee workshop held Access for All Eligibility and Evaluation Criteria
