Comprehensive Biking and Walking
Active Transportation Program Funding
The Active Transportation Program (ATP) was created by Senate Bill 99 (Chapter 359, Statutes of 2013) and Assembly Bill 101 (Chapter 354, Statutes of 2013) to encourage increased use of active modes of transportation, such as biking and walking. In 2017, the Road Repair and Accountability Act (Senate Bill 1) added approximately $100 million per year in additional funds for the program. The ATP is administered jointly by the California Transportation Commission (CTC) and Caltrans. Program funding is awarded in two stages, beginning with a statewide competition led by Caltrans, followed by a regional competition led by SANDAG.
Cycle 5 - 2021 ATP
Statewide
On March 25, 2020, the CTC approved the program guidelines for the 5th cycle of the ATP and released the statewide call for projects. Applications for the statewide competition are due on September 15, 2020.

Regional
All applicants of the statewide call for projects will automatically be considered for the Regional ATP. Applicants must submit the statewide application to SANDAG for consideration in the Regional ATP. New this cycle, eligible applicants at the regional level may submit an application to only the Regional ATP without having submitted an application to the statewide competition.
Applications for the regional competition are due by 5 p.m. on September 30, 2020. Applications may be submitted to grantsdistribution@sandag.org.
