Senior Regional Planner (Goods Movement)

Role
The Senior Regional Goods Movement Planner will develop, coordinate, and manage various studies and projects that implement the Regional Plan’s vision for goods movement.

Overview of Regional Planning Department
The Regional Planning Department provides the regional framework to connect land use to transportation systems, respond to population growth, preserve the environment, and sustain economic prosperity. The department oversees the development and implementation of various long-range and short-range plans including multimodal transportation plans and projects, sustainable development plans and programs, tribal, binational, interregional, and land use coordination, environmental and habitat planning and programs, goods movement, transit planning, and performance monitoring to track implementation of plans.

Experience and Qualifications
•A bachelor’s degree with major course work in urban, regional, or transportation planning, or a related field. A combination of education and recent work experience may be considered in lieu of a degree.
•Five years of recent, progressive professional experience in transportation planning, preferably with an emphasis in goods movement. An advanced degree is desirable.
•Experience supporting the development and implementation of programs and projects related to regional transportation, goods movement, and/or international/inter-regional borders initiatives.
•Demonstrated knowledge and experience with project management and contracts management, including preparing and maintaining comprehensive budgets, project management plans, schedules, RFPs, consultant scopes of work, and contract execution, tracking, and amendments; experience evaluating proposals, selecting, and managing consultants; experience managing project teams.
•Strong analytical skills and demonstrated experience conducting qualitative and quantitative analysis of plans and projects.
•Knowledge of federal, state, and local laws, regulations, and requirements pertaining to regional transportation policies, programs, and plans; familiarity with current political trends related to regional transportation is desirable.
•Experience with public participation and public outreach efforts designed to inform, educate, engage, and involve the public in the regional transportation planning process; skills and the ability to communicate technical information effectively to a broad range of audiences.
•Demonstrated ability to maintain collaborative business relationships with local, state, and federal agencies, project partners, consultants, and committees; ability to gain cooperation and consensus; experience preparing and delivering presentations and recommendations to audiences with diverse viewpoints; ability to exercise discretion and political acumen in dealing with complex and conflicting agendas.
•Outstanding written and oral presentation, experience preparing clear and concise administrative and management reports.
•Ability to supervise, mentor, provide technical direction, and evaluate the work of professional and technical employees.

Job Responsibilities
•Develop, prepare, and implement of a diverse range of comprehensive regional transportation planning projects and studies that support goods movement in the region, including the Sustainable Freight Strategy, the new State Route 11/Otay Mesa East Port of Entry, the Desert Line Feasibility Study, and other freight related projects.
•Research, compile, and analyze data to support regional planning studies; identify trends and make appropriate recommendations.
•Develop implementation strategies for projects that leverage emerging technology to improve the sustainability of freight in the region.
•Participate as a subject matter expert in project teams to effectively coordinate the development and implementation of related transportation projects.
•Develop and manage strategic partnerships that expand freight related initiatives in the region; collaborate with key stakeholders to build consensus around balancing different freight related priorities.
•Prepare special studies and reports as needed.
•Support the preparation of grant applications, including proposal development, budget, schedule, and deliverables; assist with the monitoring of grant contracts and reporting responsibilities; coordinate with representatives from funding organizations and participating agencies.
•Develop project plans, Requests for Proposals, scopes of work, project deliverables, budgets, and schedules; participate in the selection of consultants and vendors; administer contracts and ensure projects progress on schedule, within the approved budget, and at a consistently high level of quality; ensure projects are completed in adherence to funding agency requirements.
•Prepare and present reports and recommendations to the Board of Directors, Policy Advisory Committees, community groups, private organizations, members of the public, and other groups.
•Supervise, mentor, train, and support career development opportunities for employees; review and evaluate work products, methods, and procedures; coordinate work plans; provide feedback to employees to assist them with meeting performance goals; provide or coordinate employee training.

Further Information
In compliance with the Immigration Reform and Control Act of 1986, applicants hired by SANDAG must show acceptable proof of identity and evidence of authorization to work in the United States.
The selected candidate can anticipate a driving record check upon hire, and approximately annually thereafter. The results of the check may determine whether the selected candidate will be permitted to drive for SANDAG business.
SANDAG requires all new employees to be fully vaccinated for COVID 19 within 45 days of hire.

SANDAG employees are expected to work in-person in our San Diego office; there are telework options available, as well as a 9/80 work schedule (every other Monday off).
