What do the acronyms stand for?
UDBE - Underutilized Disadvantaged Business Enterprise(s)
SANDAG recognizes the following groups as UDBE: African American, Hispanic American, Subcontinent Asian American, Native American and women.
DBE - Disadvantaged Business Enterprise(s)
SBE - Small Business Enterprise(s)
SB - Small Business(es)

Do I need to be certified?
You will need to be certified as a DBE for UDBE and DBE participation credit. Although not required, it is also helpful to be certified as a SBE with the California Department of General Services to allow SANDAG to monitor small business participation. The links to DBE and SBE certification programs are located below so that you can begin the application process. Each certification program has different criteria and processing guidelines.
