Eastern Hillcrest Complete Streets

Construction Notice: During overnight hours from Sunday, August 2, until Friday, August 14, University Avenue will be closed at the intersection of University Avenue and Normal Street. Work will start at about 9 p.m. and last until around 5 a.m. During these times, westbound drivers will be detoured around University Avenue. Eastbound drivers can make a U-turn at the intersection until 10:30 p.m. each night. Traffic control will shift to a detour after 10:30 p.m. No night work will occur on Friday, August 7 or Saturday, August 8. (updated 08.07.2026)

Construction Notice: As work takes place on the Pride Promenade, Normal Street is closed to southbound traffic and no street parking is available between University Avenue and Washington Street. This will be a long-term closure until the Promenade is complete. (updated 01.23.2026)

Project Overview

The Eastern Hillcrest Complete Streets project was previously known as the Eastern Hillcrest Bikeways project. We renamed it to more accurately reflect the work that we are doing. It includes one of five bikeways in the area and will serve as a vital hub between multiple connection points. In addition to the bikeway, this project includes several other improvementsthat will improve travel and safety for all roadway users:

  • We are building separated bikeways and buffered bike lanes on University Avenue from Ninth Avenue to Normal Street, and on Normal Street between University Avenue and Washington Street.
  • Shared lane markings and other features will help calm traffic on Lincoln Avenue between Normal Street and Georgia Street.
  • We are painting shared lane markings and installing traffic calming features at the southbound connection on Herbert Street between University Avenue and Robinson Avenue.
  • We are installing buffered bike lanes on Robinson Avenue between Herbert Street and Park Boulevard, and on Park Boulevard between Robinson Avenue and Upas Street.
  • At Park Boulevard and Robinson Avenue, intersection improvements will make walking, biking, and driving safer and easier.
  • Jointly with the City of San Diego, we are developing the Pride Promenade, a new community-driven pedestrian promenade and community park along Normal Street between University Avenue and Washington Street.

The project was strategically selected and designed to maximize safety for all road users. SANDAG worked with local businesses, residents, and community groups to incorporate feedback on project aesthetics, landscaping, and design features.

SANDAG will oversee construction and the City of San Diego will own and operate the bikeway.

Schedule

The bikeway is anticipated to be open to the public in 2027.
