The Uptown Complete Streets project was previously known as the Uptown Bikeways project. We renamed it to more accurately reflect the work that we are doing. This project will enhance neighborhood connectivity between Uptown, Old Town, Mission Valley, Downtown San Diego, North Park, and Balboa Park.
Planning for the Uptown Complete Streets project began in 2012 and was designed with input from the community. Find details on each segment below. In September 2013, the SANDAG Board of Directors approved the Regional Bike Plan Early Action Program (EAP), which includes this high-priority project. The Uptown Complete Streets project will also help fulfill the vision laid out in the San Diego Regional Bike Plan to make active transportation safer, easier, and more accessible throughout the region.
This project is funded by TransNet and California Senate Bill (SB) 1 Active Transportation Program funds.
Uptown Complete Streets Segments
Mission Hills and Old Town
Project Overview
The Mission Hills and Old Town Complete Streets project has two parts: the Mission Hills segment and the Old Town segment. Together, they will add approximately 1.8 miles of bikeways.
The Mission Hills segment will extend approximately 0.7 miles along West University Avenue between Ibis Street and First Avenue. This project will update existing shared lane travel markings on West University Avenue with proposed features including neighborhood traffic circles, speed cushions, and other traffic calming measures.
The Old Town segment will extend approximately 1.1 miles along Congress Street between the Old Town Transit Center and Ampudia Street and along San Diego Avenue from Ampudia Street to Noell Street. Proposed features of the Old Town Bikeway include buffered bike lanes, shared lane markings, and two-stage left turn boxes.
Schedule
In FY 2026, we worked toward determining viability of funding sources. In FY 2027, we plan to develop a cost estimate and schedule for the environmental and design phases.

Washington Street and Mission Valley
The Washington Street and Mission Valley Complete Streets project includes a 3.3-mile bikeway featuring separated and buffered bike lanes, bus stop enhancements, traffic calming measures, pedestrian improvements, and more.
Eastern Hillcrest
The Eastern Hillcrest Complete Streets project will provide a vital hub between multiple connection points. In addition to a bikeway, this project includes several other improvements that will improve travel and safety for all roadway users.
Fourth and Fifth Avenue
Project Overview
The Fourth and Fifth Avenue Complete Streets project provided approximately 2.25 miles of separated bikeways and buffered bike lanes on Fourth Avenue and Fifth Avenue from B Street to Washington Street, for a total of approximately 4.5 miles of new bikeways. These routes connect the neighborhoods of Hillcrest, Bankers Hill, and Downtown San Diego. The project also included dedicated bike signals, pedestrian enhancements and accommodations, and traffic calming measures.
Schedule
The Fourth and Fifth Avenue Complete Streets segment opened to the public in February 2022.
