Environmental Impact Report
As the lead agency under the California Environmental Quality Act (CEQA), SANDAG prepared a draft Environmental Impact Report (EIR) for the 2021 Regional Plan, which was circulated for public review and comment from August 27 through October 11, 2021. The SANDAG Board of Directors adopted the Final EIR and the Final Regional Plan on December 10, 2021. Responses to comments on the Draft EIR were published on November 30, 2021.
The EIR assess how the 2021 Regional Plan will impact resources like air quality, water, land use, biological resources, greenhouse gas emissions, and more. As part of the analysis, the EIR includes environmental mitigation tactics to ensure a balanced approach. It also identifies environmental impacts without the implementation of the 2021 Regional Plan (No Project Alternative) such as greenhouse gas emissions, air quality, vehicle miles traveled, and additional alternatives to further reduce environmental impacts. This EIR provides information to decision makers, members of the public, and public agencies, so that informed decisions can be made about the 2021 Regional Plan.
