Veterans Toll Exemption Program

Qualifying U.S. military veterans may enroll in the SANDAG FasTrak Veterans Toll Exemption Program to receive free tolls on all California toll roads, bridges, highways, or toll facilities. This excludes high-occupancy toll lanes. In the San Diego region, this benefit includes a 100% toll discount on the SR 125 Toll Road and does not apply to the I-15 Express Lanes.   

To enroll, qualifying veterans must be the registered owner of a vehicle that has an eligible specialized license plate and registered to a SANDAG FasTrak account. Eligible license plates include the following designations: Disabled Veteran, Congressional Medal of Honor, Legion of Valor, Pearl Harbor Survivor, Ex-Prisoner of War, Purple Heart. Customers will need to verify they are the registered owner of an eligible vehicle by providing or presenting a copy of their vehicle registration to SANDAG Customer Service. Qualifying veterans who do not already have a FasTrak account, may open an account to enroll in the program.

 The SANDAG FasTrak Veterans Toll Exemption Program started January 1, 2023, when California Assembly Bill 2949 took effect.

Beginning January 1, 2023, a new California Law—Assembly Bill 2949—grants qualifying veterans of the U.S. armed forces free tolls on California toll roads, bridges, highways, vehicle crossings, and other toll facilities. In the San Diego region, this applies to the SR 125 Toll Road. This benefit does not apply to high-occupancy toll lanes, including the I-15 Express Lanes.

To qualify for the toll exemption, you must 1) be a U.S. military veteran, 2) have an active SANDAG FasTrak account with a transponder, and 3) be the registered owner of a vehicle with one of the following specialty license plate designations: Disabled Veteran, Congressional Medal of Honor, Legion of Valor, Pearl Harbor Survivor, Ex-Prisoner of War, or Purple Heart.

You can receive the toll exemption as a driver or passenger, as long as you meet the requirements and enroll in the program. The veterans toll exemption applies to all qualifying travel on or after January 1, 2023—if you enroll in the program after January 1, any toll fees you incurred since the program began will be waived. 

To enroll in the program, present a copy of your vehicle registration to SANDAG Customer Service.

If you don’t already have a SANDAG FasTrak account, you may open one to enroll in this program. You can open an account online at SANDAG.org/FasTrak or by contacting the SANDAG Customer Service Center.

You need to use the transponder issued to your SANDAG FasTrak account to receive the toll exemption. If you don’t have a SANDAG FasTrak account and you drive on the SR 125 Toll Road without paying the toll (even with a qualifying license plate), you will be issued a violation.

When you open a SANDAG FasTrak account, you will be charged $40 (or $20 per transponder if you have more than two) in prepaid tolls. This is required for all accounts to remain in good standing, and these prepaid toll credits can be used on the I-15 Express Lanes and all other FasTrak roads in California. Your balance will be refunded if you close your account.

Trips eligible for the toll exemption will first post to your SANDAG FasTrak account and a 100% discount will be applied within 24 hours.

Enrolled customers with only one qualifying vehicle and one transponder connected to their SANDAG FasTrak account are not subject to the minimum monthly toll on the SR 125 Toll Road. For more information, contact the SANDAG Customer Service Center.

Yes, AB 2949 exempts qualifying vehicles from paying tolls or related fines on a toll road, toll bridge, toll highway, vehicle crossing, and other toll facility in California, except a high-occupancy toll lane. Each local agency across California that operates a toll road is responsible for implementing AB 2949 requirements, so it’s important to check specific guidelines of the agency where you have an account. 

Specialty license plates are issued through the California Department of Motor Vehicles (DMV). Special Recognition License Plates include Congressional Medal of Honor, Legion of Valor, Pearl Harbor Survivor, Ex-Prisoner of War, and Purple Heart. Special Recognition License Plates are issued upon request and submission of appropriate substantiating documents as outlined by the DMV. If you are a veteran with a qualifying disability, you may be eligible for a Disabled Veterans License Plate.
