2010 Regional Transportation Improvement Program
SANDAG, as the Metropolitan Planning Organization and the Regional Transportation Planning Agency, is required by state and federal laws to develop and adopt a Regional Transportation Improvement Program (RTIP). The RTIP is a multi-billion dollar, multi-year program of proposed projects for major highway, arterial, transit, and bikeway projects. Any transportation projects funded with federal, state or by the TransNet Ordinance must be included in an approved RTIP. The RTIP covers five fiscal years and incrementally develops the Regional Transportation Plan (RTP), the long-range transportation plan for the San Diego region. At its meeting on September 24, 2010, the SANDAG Board of Directors adopted the final 2010 RTIP. SANDAG received federal approval on December 14, 2010.
2010 Regional Transportation Improvement ProgramGrouped Project Listing (Lump Sum Listing)
Federal regulations allow MPOs to group or combine projects that are not considered to be of appropriate scale for individual listing. Such projects may be grouped by function, work type or geographical area and must be consistent with the exempt project classification contained in EPA’s “Transportation Conformity Regulations (40 CFR part 93).” Such grouped projects are often referred to as “Lump Sum Projects Listings.” Once grouped, the MPO is required to maintain outside of the TIP, a detail list of the projects contained in each group.

Federal Air Quality Conformity Requirements
Federal regulations require SANDAG to conduct an air quality conformity analysis of all regionally significant projects that increase the transportation system capacity. All regionally significant capacity increasing transportation projects regardless of funding sources must be included in the RTIP. The 2010 RTIP includes the transportation conformity for the 2010 RTIP and a re-determination of the 2030 RTP: Pathways for the Future. The Air Quality Conformity Analysis and the Regional Emissions Analysis and Modeling Procedures can be found in Chapter 5 and Appendix C respectively. Annual Listing of Obligated Projects
Annual Listing of Obligated Projects Federal law requires SANDAG to publish an annual listing of projects obligated for federal funds. These projects include highway, transit, major local projects, and pedestrian walkways and bicycle transportation facilities. The federal fiscal year ending in September 2009 (covering the period October 1, 2008 to September 30, 2009) and federal fiscal year ending in September 2010 (covering the period October 1, 2009 to September 30, 2010) are available in the download section below. Obligation refers to the federal government's commitment to pay or reimburse the lead agency for the federal share of a project's cost. Obligation does not indicate expenditure or project completion; only that the project has been approved for federal reimbursement. 2010 RTIP Amendments
Please refer to Chapter 2 of the 2010 RTIP for requirements and types of amendments SANDAG processes. Amendments are scheduled generally on a quarterly basis at the Transportation Committee meetings - please see the Amendment Schedule posted in the Download section below.
Note that for TransNet funded local street improvement projects, agencies are required to have the proposed project amendments approved by its governing body before SANDAG takes action in the form of a signed resolution.
The due dates are final; no late submittals will be accepted. If SANDAG does not have the proper documentation that the projects were approved by its governing body, including a signed resolution, the project(s) will NOT be included in the final amendment approved by the Transportation Committee.
