Coordinated Public Transit - Human Services Transportation Plan

The Coordinated Plan provides a five-year implementation plan of public transit and specialized transportation concepts described in San Diego Forward: The Regional Plan. It establishes a regional strategy to provide transportation to recognized transportation-disadvantaged groups, including seniors, individuals with disabilities, and persons with limited means. The plan also combines the regional requirement for a Short-Range Transit Plan with the federal requirement for a Coordinated Plan into one planning document.

2020 Coordinated Plan

In January 2020, SANDAG held two public workshops to gather input on the 2020 Coordinated Public Transit-Human Services Transportation Plan. If you were unable to attend either workshop, you may still provide input on ways to improve public transit and specialized transportation options for seniors, low-income, and disabled individuals, and discuss other issues pertinent to specialized transportation in the San Diego region.

The Coordinated Plan is updated every two years and assesses current transportation services, as well as the transportation needs for individuals with disabilities, older adults, and persons with low incomes. The plan also proposes strategies to address identified gaps between current services and needs, and identifies priorities for implementation based on resources, time, and feasibility.

As part of the Coordinated Plan update, SANDAG developed a long-term Specialized Transportation Strategic Plan to address the increasing specialized service needs of seniors and persons with disabilities. This plan was identified as a Near-Term Action for implementation in San Diego Forward: The Regional Plan.

Coordinated Plan Publications

SANDAG Board Policy No. 018 requires that SANDAG update the Coordinated Plan every two years. Prior to being a designated recipient of Federal Transit Administration (FTA), SANDAG developed and published the Short-Range Transit Plan as a stand-alone document.

In FY 2006, the Governor of California delegated SANDAG as the designated recipient of FTA Section 5316 New Freedom and Section 5317 Job Access and Reverse Commute (JARC) funds. SANDAG continues to be a direct recipient of the FTA, designated to administer the Section 5310 program. As the designated recipient, SANDAG is responsible for developing and updating the Coordinated Plan. In FY 2007, SANDAG began combining the Short-Range Transit Plan with the Coordinated Plan.
